Frank
W. Nagorka, J.D., EMTP,
Legal Policy Expert
Frank W. Nagorka is a
practicing paramedic and
represents many ambulance
companies around the state
of Illinois as well as
various ambulance trade
associations in
transactional matters and
litigation. Most recently,
he has become involved in
insurance coverage
questions, specifically,
questions of inception and
trigger of coverage for
major insurance carriers.
Mr. Nagorka also represents
several Internet startups.
His practice is concentrated
in the areas of emergency
medical services and medical
malpractice defense.
In 1981, Mr. Nagorka joined
the office of the
corporation counsel of the
city of Chicago where he
specialized in appellate
practice and all forms of
personal injury defense. He
handled numerous cases of
national significance in
emergency services, law
enforcement practice and 911
liability. In addition to
his years of trial
experience in defending the
city of Chicago, he
supervised the torts
division's dispositive
motion section. The
dispositive motion evaluated
all cases filed against the
city to determine the best
litigation method.
Additionally, he served on
the committee that rewrote
the Emergency Medical
Services Act of Illinois and
also assisted the city in
rewriting its ambulance
ordinance.
Throughout his legal career,
Mr. Nagorka has spoken
throughout the United States
on medical/legal issues
involving pre-hospital care
and has written for various
publications including
peer-reviewed journals. He
is one of the authors of the
seminal article on EMS
litigation published in The
Annals of Emergency Medicine
and a study involving DUI
and trauma centers published
in the Journal of Trauma. He
is a columnist for the
periodical Emergency Medical
Services and continues to
work with the country of
Brazil in the development of
its Emergency Medical
System. Additionally, he has
written and acted in a
series of video productions
aimed at the EMS community
and assisted in creating the
first EMS practice group in
a national law firm. He
currently practices with the
firm of Mora, Baugh,
Waitzman, and Unger in
Chicago.
Mr. Nagorka received his law
degree in 1979 from The Ohio
State University College of
Law after graduating from
Northwestern University. He
is licensed to practice law
in Illinois and Ohio and has
been admitted pro hac vice
in several states. Besides
his legal qualifications,
Mr. Nagorka is a licensed,
practicing paramedic with
advanced cardiac life
support and basic trauma
life support certifications
and is fluent in Spanish.
