BLACKHAWK FIRE FIGHTERS ASSOCIATION

ARTICLE I - NAME

This organization shall be known as BLACKHAWK FIRE FIGHTERS ASSOCIATION, also referred to as BFFA.

 

ARTICLE 11 - PURPOSE AND EXISTENCE


Section 1: The purpose of this association is to promote the general welfare of the Fire and EMS Service, and particularly the welfare of the members of this association.

Section 2: Too further and improve the relation of the Fire and EMS service with the general public and to enlighten and educate the public as to the usefulness and value of the services rendered by this association and the BFFA member departments.

Section 3: To conduct and encourage any education facility or scientific research relating to any phase of the Fire or EMS service.

Section 4: To develop, gather and disseminate to association members reliable information and data as to any and all subjects of interests, whether educational or otherwise. To advance education in the art of fire prevention and extinguishment among the members.

Section 5: To create and maintain a fraternal feeling between members of this association.

Section 6: To promote mutual aid in the Fire Service, and particularly between members of this association.

Section 7: To promote adequate fire protection for the general public, and to otherwise fully serve every lawful means, and to promote virtues conductive to the well being of the members, and community and the general public belonging to and served by this association which is being formed for various purposes set forth and for the public advantage and matters incident thereto.

Section 8: This association is to have perpetual existence.

ARTICLE III - MEMBERSHIP

Section 1: The membership of this organization shall consist of any Fire, EMS, ESDA, or Public Safety Department approved by the Executive Board and payment of the membership fee.

Section 2: Membership shall consist of seven classes:

A. Individual Members

B. Honorary Members

C. Associate Members

D. Retired Members

E. Organized Fire, EMS, ESDA, and Public Safety Department

F. Corporate Member

G. Vendor Member

Section 3: Individual Members shall be limited to fire fighters, EMS personal of various fire or EMS organizations. Active members shall be entitled to vote, hold officer if individuals department is a member department, attend all member meetings and have all other privileges of membership.Any personal who is currently a paid Individual member of the BFFA can remain of the BFFA as long as dues are paid yearly.

Section 4: Honorary Members shall be limited to persons whose outstanding contribution to the Association's Purpose merits special recognition. They shall be recommended by the Executive Board and voted on by the association with a majority vote necessary for membership. They shall hold membership for life and have all the privileges of individual membership except vote and hold office. They shall not be required to pay dues. They may hold an appointed position as directed by the BFFA President or the Executive Board.

Section 5: Associate membership shall consist of any persons or organization that assists with activities of BFFA. Associate members have all rights, privileges, and membership benefits except voting and holding elected office. They may hold an appointed position as directed by the BFFA President or Executive Board, All associate memberships are required to pay dues when renewed in May.

Section 6: Retired Members is any member who has been President of BFFA, or become disabled in the line of duty, shall hold membership for life and have all the privileges of membership. They shall not be required to pay dues.

Section 7: Organized Fire, EMS, ESDA, and Public Safety Department shall be an organization consisting of personnel, apparatus and equipment which has as its primary purpose protecting property and maintaining the safety and welfare of the public. The personnel of such an organization may be career employees, volunteers, or any combination thereof, and function under the legal authority of federal, state, county, municipal governments, public service district, incorporation, association, or fire protection district. Industries operating a fire department for the protection of industrial plant site are also included within this definition. Dues paid annually in May.

Section 8: Corporate Members shall be limited to individuals, firms, or corporations engaged in the manufacture or distribution of machinery, equipment, supplies, commodity or service as related to the Fire, Rescue, Ambulance, Public Safety, or ESDA services. Membership is limited to only attending meetings. The BFFA President or ' Executive Board may appoint such individuals to committee positions but, they may not chair such a committee. Dues paid annually in May,

Section 9: Vendor Members shall be limited to the individuals that are local distribution for the products or services produced by Corporate Members. Membership is the same as Corporate Members. Dues paid in May annually.

Section 10: Dues will be set annually for all classifications of memberships at the Annual Meeting.

 

ARTICLE IV - ELECTED AND APPOINTED OF BFFA


Section 1: The officers of the BFFA which shall be determined by a majority vote, shall consist of a Treasurer who shall annually move to Secretary, then Vice President, then complete his/her term as President. If for some reason he/she cannot complete their duty the executive board would appoint a replacement that will complete that individuals full term. The nominations and voting is conducted at the annual meeting. Nominations can be accepted after January 1st of that year.

Section 2: Duties of BFFA Officers.

A. Secretary: Shall keep a record of all meetings of BFFA and the attendance of its members at the meetings. Shall distribute
information to member department on BFFA events.

B. Treasurer: Shall keep a record of all moneys received and expended and shall received and disburse moneys as directed by the Association. He shall make all disbursements by check only and shall give a monthly report of all income and expenditures.

C. Vice President: Shall assist the President of the association. In the President's absence or inability to act, the Vice President will perform all duties and responsibilities of the President. In the event the Secretary or Treasurer is absence their duties will be the Vice President's responsibility.

D. President: Shall be the duty of the president to preside at all meetings of this association. The president shall appoint committees, call special meetings, perform such duties as customary for such an officer. The President shall serve as chairperson of the BFFA with voting rights. The President shall designate location, date, and time of all meetings. The president shall provide representation and leadership of and for the Association.

Section 3: All officers, appointed or elected, shall assume their office during the Annual meeting held in the month of May.

Section 4: Executive Board shall consist of all current BFFA officers, Past BFFA Presidents, current BFFA member department Chief or Chief Executive Officer. Shall be the duty of the Executive Board to supervise the conduct of the affairs for this association, promote
its interests, and take such action as necessary to insure the continued interest and welfare of this association. They shall cause to be audited the financial records of this association at least once a year, settle all grievances between members and committees, and in the event of any vacancies in elected officers caused by resignation or otherwise, have power to fill such vacancies until next annual meeting.

Section 5: BFFA Member Department Rep. shall be appointed by Chief or Chief Executive Officer of a member department and be the liaison between the association and department.

ARTICLE V - NOT FOR PROFIT BOARD OF DIRECTORS

Section 1: The Board of Director's not for profit status shall consist of seven (7) members, being made up on the BFFA OFFICERS and 3 Past Presidents

 

ARTICLE VI - COMMITTEES

Section 1: The President shall as deemed necessary appoint committees

 

ARTICLE VII - AMENDMENTS AND REVISIONS

Section 1: These By Laws may be amended, added to, repealed or substituted at any regular meeting of the Association by a two thirds (2/3) vote of the active members present, provided that every proposed amendment substitution, addition to, or repeal shall be submitted to the Association at their regular meeting next preceding the meeting at which the said amendment, addition, repeal or substitution shall be brought to vote. All action taken by the members in amending, adding to, repealing or substituting these By laws shall be subject to approval by the Executive Board

Section 2: These By Laws shall be in force from the date of their adoption, and any and all
alterations or amendments to these By Laws and any and all new By Laws of this
Association shall be in force from the date of the adoption of such amendments,
alterations, and new By laws.

Section 3: By Laws shall be reviewed every five (5) years by appointment.

Section 11 - Paragraph C

That all checks and fund transactions have minimum two signatures from the Executive Board. There shall be an annual audit conducted preceding the Annual BFFA Meeting.

Blackhawk Fire Fighters Association - Bylaw Amendment - Article III


Section 9 - Paragraph A

Vendor Members shall be limited to the individuals that are local distribution for the products or services produced by Corporate Members. Membership is the same as Corporate Members. Dues paid in May Annually. Any Vendor shall be yielded approximately 10 minutes at the end of any meeting for presentation to the group. If more time is required, members can remain after the meeting has been adjourned or time should be allocated with 30 days prior notice. Approval of such events should be presented to any of the current officers and will be voted on during executive session.

Section 11

BFFA members shall be limited to one vote per member present with a maximum of two votes allowed per department.

Blackhawk Fire Fighters Association - Bylaw Amendment - Article III

Section 6

Retired Members is any member who has been President of BFFA, or becomes disabled in the line of duty. They shall hold membership for life and have all the privileges of membership. Persons retiring from a member department shall be eligible for a “non-voting” Retired Member status after the recommendation to the Executive Board by their member department. Retired members shall not be required to pay dues.
